Lochner Continues Growth in Texas Transportation Market
CHICAGO, Illinois – H.W. Lochner, Inc. (Lochner), a nationally-recognized transportation engineering, planning and construction firm serving clients through offices across the United States, announces the acquisition of Crossland Acquisition, Inc., a Texas-based firm specializing in right of way (ROW) acquisitions and services.
“Lochner has strengthened our Texas operations by adding a seasoned team of right of way experts, who will continue to serve Texas clients now with the efficiency and support of a national network of transportation engineers, planners, and construction inspectors and managers,” stated Jim Bishop, Lochner’s President and Chief Executive Officer. “From utility coordination and public involvement programs to relocation and negotiations, there are many facets of real estate and right of way assistance that Lochner can now provide in-house for Texas, which we envision as a huge value for Lochner’s existing Texas clients.
Crossland was a privately-held firm founded in 1996, employing experts known for providing expedited right of way acquisition and related projects for the Texas Department of Transportation (TxDOT) and other clients in Houston and across the state.
“Lochner has successfully performed ROW services for our clients for over 10 years in Kentucky and Utah. We are excited to expand our existing transportation practice in Texas to include ROW services. We have some of the best and most-trusted individuals in the industry,” noted Phil Russell, Lochner’s Senior Vice President, Director of P3 Project Delivery, and former Assistant Executive Director at TxDOT.
Lochner retains Crossland’s staff of relocation and right of way agents, brokers and attorneys, who will continue to perform in-house services for clients across Texas. With a focus on the surface transportation industry, the team will also continue to offer assistance on energy/wind, municipal, oil and gas pipelines, telecommunications and water projects.
Former Crossland employees assume Lochner employment status immediately and will operate under the Lochner name and brand.

To best serve local clients across Texas markets, the post-acquisition integration includes keeping a local operation in Houston, Texas, and expanding the firm’s office in Round Rock, Texas, to accommodate the firm’s additional staff. Lochner also has local offices in Dallas and Tyler, as well as multiple construction engineering and inspection (CEI) offices across the state.

I had the opportunity to work with Jim Henry, Weldon Gaston, and Steve Evans while they were employed at TxDOT and we are pleased to add their level of expertise here at Lochner,” added Sheila Mills, Director of Right of Way Services, who joined Lochner earlier this year after a 28-year career in right of way services for TxDOT.
