Amy Spicer Smith, PE, joins Lochner as a Senior Project Manager in Texas.

Amy has more than 30 years of experience in engineering design, project management and quality assurance for transportation, municipal and commercial projects. Since 2002, she has been involved in six alternative delivery projects, involving design-build and public-private partnerships (P3), four Texas tollroads and an airport in San Diego, California.

In her new position with Lochner, Amy is providing design review for the Midtown Express Project, where Lochner serves as the Independent Engineer/Owner’s Representative. This $847 million project adds managed lanes to more than 25 centerline miles of highway and reconstructs frontage roads and general purpose lanes on three routes.

“Amy brings a high level of experience that fits our continued growth in delivering design-build and P3 projects in Texas, including the Midtown Express,” commented Tony Arredondo, Vice President and Office Manager.

Amy is registered as a professional engineer (PE) in Texas, California, Arkansas, Florida, Colorado and North Carolina. She is an ASQ-CQA Certified Quality Auditor and certified as a Project Management Professional (PMP).
