Sheila M. Mills, SR/WA, R/W-NAC, joins Lochner as Director of Right-of-Way Services in Texas.

Prior to joining Lochner, Ms. Mills served as the Right-of-Way Division Project Delivery Director for the Texas Department of Transportation (TxDOT). There she managed the statewide right-of-way acquisition and utility coordination process before retiring with 28 years of service.

During her tenure, Ms. Mills served as the Waco District Right-of-Way Administrator, responsible for the acquisition of more than 1,000 parcels and utility relocations for the 94-mile IH 35 expansion. She was then chosen to lead the newly formed North Regional Right-of-Way Office where she managed the $648 million statewide budget for right-of-way, which included the IH 30 Horseshoe project through downtown Dallas and the US 183 project. She also led several change initiatives for TxDOT to identify, develop and successfully implement cost-effective, streamlined processes.

In her new position with Lochner, Ms. Mills is leading the right-of way services for Lochner’s Texas markets. She is focusing on strategic right-of-way partnership opportunities. “Sheila’s right-of-way expertise and the strong relationships she has built during her TxDOT career make her a valuable asset to Lochner’s team of transportation professionals,” commented Kevin Newman, PE, Southwest Region Manager and Senior Vice President.

Ms. Mills is a designated Senior Right-of-Way Professional and is certified in Right-of-Way Negotiation and Acquisition. She is an active member of the International Right of Way Association (IRWA) and is an IRWA instructor. She serves as the Secretary for the City of Georgetown’s Americans with Disabilities Act compliance board. She holds a bachelor of business administration degree in finance from San Angelo State University.
