Walter Smith joins Lochner as Associate Vice President and Deputy Program Manager for the firm’s construction engineering and inspection initiatives in Texas.

Walter has more than 30 years of experience in construction engineering. Prior to joining Lochner, he served for 15 years as the Director of Construction for the Texas Department of Transportation’s Tyler District, where he was responsible for management of the eight county construction program. This included construction inspection operations, contract administration and materials selection and acceptance for nearly 700 projects with total construction costs of $3.5 billion. These projects included the $88 million, 16-mile interim project for the conversion of LP 49 into a toll road and the $63 million, 25-mile upgrade of US 69. He also oversaw district laboratory operations, including the sampling, testing, and acceptance of materials, as well as plant inspections.

As supervisor of the district pavement engineer, Mr. Smith provided direction on pavement design and pavement management. Walter also chaired the district’s PS&E committee and was involved in project selection and design. Prior to becoming Director of Construction, Walter served in several area engineer positions in which he was responsible for the planning, design, and construction of dozens of road and bridge improvement projects.
