Phil Russell Named in NCPPP List of Top 10
The National Council for Public-Private Partnerships (NCPPP) recently announced its inaugural list of the Top 10 P3 Transportation Infrastructure Pioneers. The NCPPP searched for those in the industry who have made meaningful contributions to the public or private sectors, have overseen the completion of significant transportation projects, and/or have been involved with the passage of groundbreaking P3 laws all in the past three decades.
Lochner’s Director of Strategic Growth and Texas Regional Team Leader, Phil Russell, PE, JD, was identified as one of these 10 pioneers. He was recognized for his 28 years with the Texas Department of Transportation (TxDOT), during which he served as director of the TxDOT program from 2003 to 2009 that lead to many revenue-risk P3 projects. These included SH 130 segments 5 & 6 in the Austin District, North Tarrant Express in the Fort Worth District, and the LBJ Express Lanes in the Dallas District.
Since joining Lochner in 2009, Phil continues to actively work with public agencies to develop and implement innovative delivery and financing methods that meet their specific needs and parameters, serving as a Senior Advisor to Virginia Department of Transportation (VDOT) and Pennsylvania Department of Transportation (PennDOT) on their respective P3 programs. He joined forces with PennDOT officials to launch its first-ever P3 contract and the nation’s first-ever availability payment concession for a multiple asset project. The Rapid Bridge Replacement P3 project, which reached financial close in January 2015, allows the State of Pennsylvania, ranked as having the most number of structurally-deficient bridges in the U.S., to cost-effectively improve more than 550 bridges within an eight-month timeframe.
