The West Virginia Department of Transportation (WVDOH) is widening over two miles of West Virginia (WV) 2 from Parkersburg to St. Mary’s Road. The project will increase capacity from two to five lanes and will also incorporate curb and gutter and drainage improvements. Lochner is providing right of way services for the project.
The project area includes a total of 95 parcels with 18 residential relocations, four business relocations, and 14 non‐residential relocations. To streamline services, Lochner is using an on‐site project office to perform project management, acquisitions/negotiations, and relocation services.
Additionally, Lochner has remained adaptive to the challenges of the COVID‐19 pandemic. To balance safety requirements while continuing to actively communicate with property owners, the team has increased over‐the‐phone communications, implemented online video conferencing, and began using e‐notary services to decrease the frequency of face‐to‐face meetings. Lochner’s adaptation of traditional right of way methods has overcome the unexpected obstacles created by the pandemic and allowed the project to successfully move forward.
